PORT-AU-PRINCE --
Cocaine-smuggling flights to Haiti and the Dominican Republic increased nearly fourfold since 2003 as Colombian traffickers, under withering pressure in their own country, turned to Venezuela as a launchpad for U.S.-bound shipments, a classified U.S. government report says.
